Applying for a state-subsidised rental dwelling

If you want to be a resident in a rental dwelling built with state aid, i.e. a state-subsidised rental dwelling, you need to apply for one from the owners of the state-subsidised dwellings. State-subsidised rental dwellings are owned by municipalities and various non-profit corporations. The Centre for State-Subsidised Housing Construction does not own the rental dwellings, and it is not possible to apply for them from the Centre.

Who can live in a State-subsidised rental dwelling?

A state-subsidised rental dwelling can only be granted to a Finnish citizen or a person comparable to a Finnish citizen. 

In most state-subsidised rental dwellings, housing needs, wealth and income affect access to housing. Applicants with the most housing needs, the most deprived and the lowest incomes will be selected as residents.

In state-subsidised rental dwellings financed with a short-term interest rate subsidy, residents are selected on the basis of income only.

Some of the rental dwellings are intended for older people, persons with disabilities or other special groups. Residents to these dwellings are selected on the same grounds as to other state-subsidised rental dwellings, but the applicant must also belong to a specific special group and need special support for their housing.
