Organisation and management

The Centre for State-Subsidised Housing Construction is a body operating in connection with the Ministry of the Environment that implements state-subsidised housing construction. The Centre for State-Subsidised Housing Construction has a staff of about 40 employees.

The Ministry of the Environment serves as the Centre’s employer. The Centre shares the administrative, support and communications services with the Ministry of the Environment.

The Centre has a Management Group that deals with the Centre’s objectives and their implementation. The Management Group is composed of the Director, Group Managers, and representatives of communications and staff.

Director

The Centre has a Director who is responsible for the management and development of the Centre’s activities. The Director

  • resolves the statutory tasks of the Centre.
  • is responsible for the achievement, quality and guidance of the performance objectives and the development of the Centre’s activities. 
  • is responsible for human resources development in the Centre, ensuring adequate resources for performing the Centre’s tasks and effective management of the tasks.
  • monitors and assesses the development in the tasks of the Centre or the groups and makes proposals for reforms.

Groups

The activities of the Centre are divided among three groups: Finance Group, Supervision Group and Housing Information Services Group. 

Finance Group

Main tasks of the Finance Group: 

  • preparation of interest-subsidy and guarantee loan decisions
  • credit risk management
  • plot prices
  • subsidies for housing construction and repairs
  • customer service

Supervision Group

Main tasks of the Supervision Group:

  • guidance and supervision of owners’ corporations and the use of state-subsidised dwellings, and risk management 
  • guidance of housing advice, national development and granting of subsidies
  • non-profit designations, cancellation of designations and processing of non-profit-declarations
  • funding and handover applications concerning restrictions
  • application for queue numbers for right-of-occupancy dwellings and maintaining the register of queue numbers
  • processing of administrative complaints 
  • management of sanction procedures
  • general customer service, processing contacts, training and advice
